The Fastener Kit # 01685 that you referenced is a supplement to the installation hardware included with the Draw-Tite Max-E-Loader Trailer Hitch Receiver # 41504, or the Reese 37081 or 44143 hitches. This fastener kit is more or less spacers and you will use the blocks with the square middle hole that came with the hitch.

The replacement handle for the Reese 16K 5th wheel hitch # RP30047 is Replacement Handle Kit for Reese, Draw-Tite, and Hidden Hitch 5th Wheel Hitches Item # 58055. I do have a potential solution for you, but I do not have a 7 way harness that will plug in to the round plugs you described. I recommend using a pre-wired connector like part # 20023. You will have to do a bit of cutting and splicing, and this kit comes with everything needed to do so. This comes with a 7' wire lead, so you may have to cut it down to size. Wire colors are not universal, so using a wire probe like part # PTW2993 can make determining wire function much easier.

I recommend using the Pollack Replacement 7-Way Trailer Connector Socket, # PK11893, and the 4ft Pigtail Wiring Harness, # PK11998. The screw holes for the 7-way socket are 2-1/2 inches x 1-3/4 inches, which match your specification.
